Panama City Boards
There are over 50 volunteers serving on 13 Boards, Authorities and Committees within the City of Panama City. All Boards, Authorities and Committees are established by City Ordinance, a Special Act of the Legislature of the State Of Florida or by a Resolution adopted by the City Commission. The responsibilities, powers, terms of office, membership size, qualifications and meeting schedules vary for each Board, Authority and Committee. Board Of Adjustments
The Board of Adjustments has the authority to hear and decide appeals from any decision, determination or interpretation by any administrative official of the City with respect to the provisions of the Comprehensive Plan and Land Development Regulations Code. The board is responsible for the approval or denial of variances, hardship relief, or other waivers from the provisions of the City's Land Development Regulations. The Board of Adjustments meets on the fourth Monday of each month at 4:00 p.m., as needed. Advisory Committee on Handicapped Concerns
The Advisory Committee on Handicapped Concerns is a five-member board. The City Commission appoints board members. Members serve two, three and four-year staggered terms. The members of this committee address problems that affect the mobility impaired and seek better ways to serve this area of the community. The board meets as necessary. Board of Architects
The Panama City Board of Architects was designed to review height adjustments requests for high density residential complexes. Board of Architects meetings are held on an as needed basis at 3:30 PM. Cemetery Board
The Commission appointed members to this newly-formed board on September 28, 1999. This board is to meet annually or as needed to address any concerns or suggestions for the two City Cemeteries. The City's Leisure Services Director acts as the City contact for the Board.
Civil Service Board
The Panama City Civil Service Board consists of five qualified electors of the City. Two members of this board are appointed by the City Commission for a period of two years; two members are elected by the City employees; and, the fifth member is selected by said four members.When inquiring into charges and hearing appeals on employee-related matters, the board members have the power to administer oaths and the authority to compel by subpoena the attendance and testimony of witnesses and the production of relevant data to the inquiry or hearing. Code Enforcement Board
The Code Enforcement Board and Hearings by the Special Magistrate is a Quasi-Judicial arm for the Code Enforcement process. The Hearings main purposes are to hear cases, prescribe penalties, and achieve compliance with the City Code. The majority of the cases heard are for, demolition of unsafe structures, lot cleanup, abandoned or junked vehicles, sign violations, and cutting protected trees without a permit. Hearings before the Code Enforcement Special Magistrate are held the 2nd Thursday of the month at 2:30 P.M. with the exception of June and December at which time the Code Enforcement Board convenes at 2:00 P.M. All Hearings are held at City Hall, 9 Harrison Ave. Chambers of the City Commissioners. If an additional Code Hearing is necessary, the second meeting will be held either the 1st or 4th Thursday of the month. Community Redevelopment Board
Created by Ordinance No. 2216 on September 12, 2006. On and after October 1, 2006, the Community Redevelopment Agency Board shall assume control and management of the City's Community Redevelopment Areas.
Downtown Improvement Board
The Mayor appoints members of this seven-member board with the concurrence of the City Commission. Members serve three-year terms. To qualify for appointment to the Downtown Improvement Board and remain qualified to serve on this board a prospective member or member already appointed shall be an owner of realty within the downtown area, subject to ad valorem taxation, a lessee thereof required by the lease to pay taxes thereon, or a director, officer, or managing agent of an owner or a lessee thereof so required to pay taxes thereon, or a resident of the downtown area, but no two (2) shall be affiliates of the same corporation, partnership or the same corporation, partnership or other business entity, nor shall any member be serving as a city officer or employee. This board is an agency of the City and works diligently towards the revitalization and growth of downtown Panama City. The Downtown Improvement Board promotes highly successful events in the downtown redevelopment area; it encourages and develops private/public partnerships, develops incentives for business recruitment, promotes new businesses and contacts other communities to network ideas and suggestions. Fireman's Pension Board
The Panama City Firemen's Pension Fund Board is a five-member board. The City Commission appoints two members to serve on the board. The Panama City Fire Department elects two board members. The board then appoints the fifth member. Members serve two-year terms. The Firemen's Pension Fund Board is responsible for the investment and reinvestment of the assets of the Fund, for determining all claims for retirement benefits, for exercising the sole and exclusive administration of and the proper operation of the Plan. The board performs such actuarial and accounting functions as are required by law and fulfills all other such duties as may be required by law.
Housing Authority Board
The Panama City Housing Authority ("PHA") was organized pursuant to Chapter 421 of the Florida Statutes on May 23, 1950 for the purpose of providing low-income housing for the residents of the City of Panama City. The City Commission appoints a board of commissioners who in turn hire an Executive Director. The Executive Director is responsible for all activities within the scope of the PHA and is accountable to the PHA Board of Commissioners for those activities. Members of the five-member board serve four-year terms. Panama City-Bay County Airport Authority Board
The Panama City-Bay County Airport and Industrial District ("Airport District") is an authority created and established as a political subdivision by Special Act of the Florida Legislature in 1945.
The Airport District was created for the purpose of acquiring, constructing, improving, financing, operating and maintaining airport projects and any other development of land owned or leased by the District and necessary to the economic welfare of the inhabitants of the district and which will promote the economic, commercial and industrial development of the district.
The Airport District consists of seven persons, six of whom are citizens and residents of Bay County, and one of whom is a citizen and resident of Walton County. Two members of the Airport District are appointed by the City Commission of Panama City, two members are appointed by the Board of Bay County Commissioners, two members are appointed by the City Council of Panama City Beach, and one member is appointed by the Board of County Commissioners of Walton County. The Airport District Board members serve four year terms and are subject to a term limitation of two terms. (Chapter 2005-311 Laws of Florida, Acts of 2005, House Bill 939, Section 3.1) The Airport District Board meets the fourth Tuesday of each month, at 10:00 a.m.
Planning Board
The Panama City Planning Board is designated as the local planning agency and acts in an advisory capacity to the City Commission. The Planning Board holds public hearings on all proposals to change land use and land development regulations. The Board makes recommendations to the Commission regarding the adoptions and amendments of the Comprehensive Plan and changes in zoning of property. The Land Use Department prepares the agenda for Planning Board meetings. Planning Board meetings are held the 2nd Monday of each month at 4:00 p.m., unless otherwise scheduled due to holidays or City Commission meeting dates. Panama City Port Authority Board
The Panama City Port Authority was created by a Special Act of the Legislature of the State of Florida to manage the operations of the City's Deep Water Shipping Port. The Port Authority also manages the Port's Industrial District and Foreign Trade Zone. The Panama City Port Authority's Board of Directors are appointed by the City of Panama City Commission. Directors serve four-year terms of office. The Port Authority's Board of Directors oversees personnel, management and finances, with the City's control over finances limited to approval of the Port's annual budget. The Port Authority is the lessee in an agreement with the City of Panama City for the land occupied by the Port Authority. The lease is for a period of 99 years, expiring August 31, 2065. The Port Authority leases a substantial portion of its property to various businesses under operating lease agreements. Police Retirement Fund Board
The Panama City Police Pension Fund Board is a five-member board. The City Commission appoints two board members; the Panama City Police Department elects two board members; and, the board appoints the fifth member. Board members serve two-year terms. The Police Pension Fund Board is responsible for the investment and reinvestment of the assets of the Fund, for determining all claims for retirement benefits, for exercising the sole and exclusive administration of and the proper operation of the Plan. The trustees of the board perform such actuarial and accounting functions as are required by law and fulfill all other such duties as may be required by law. The board meets in regularly scheduled quarterly sessions on the first Thursday in the months of March, June, September and December during the year. The meetings are held on the first Thursday of the respective months, at 4:00 p.m. The board may meet as otherwise necessary. The City Clerk's Office is responsible for preparation of an agenda and the administration of the Fund. Public Employee Relations Board
The Panama City Public Employee Relations Commission (PERC) is a three-member commission appointed by the City Manager, subject to confirmation by the City Commission. Members initially serve two, three and four-year terms; subsequent terms are for four years. The PERC is responsible for resolving questions and controversies concerning claims for recognition as the bargaining agent for a bargaining unit, determining or approving units appropriate for purposes of collective bargaining and expeditiously processing charges of unfair labor practices. S.H.I.P Affordable Housing Advisory Committee
Ordinance No. 1563 created and established the nine-member Affordable Housing Advisory Committee. By Resolution dated 4/13/93, the City Commission of the City of Panama City designated members to serve in accordance with all laws, rules and regulations governing the administration of housing programs under the jurisdiction of the City of Panama City Department of Community Planning and Development. The SHIP Affordable Housing Advisory Committee members make recommendations and specific initiatives to encourage or facilitate affordable housing in the community. Members serve for a period of one year and meet not less frequently than twice a year.
