New Service Connections

To reestablish, transfer, or change name for service that has been discontinued please contact Utility Billing at 872-3166.

To apply for new (new construction or never before serviced by Panama City Utilities) water or sanitary sewer connections in Panama City, please contact the Planning Division at City Hall. After processing your application, the Panning Division will notify the applicant by phone of the availability and cost for connection. 

Water Meter Back Flow Prevention

The purpose of a backflow prevention device is to keep unsafe drinking water from mixing with the potable water supply. A back-flow prevention device is to be installed on all residential irrigation systems, fire sprinkler systems, commercial facilities where chemicals are used, boiler systems, and other systems where drinking water could become contaminated.

Discolored Water

Water may occasionally become discolored due to water main breaks, fires that cause a high volume of water usage by the Fire Department or problems at the Bay County Water Treatment Plant.These problems may cause the water from your faucet to be cloudy or rust colored. Please do not be alarmed. The water is still safe to drink. The water merely contains sediments due to sudden changes in pressure in the system. When the cause for the water problem is corrected, the sediments will be flushed from the City water lines. Do not wash clothes because the sediments may cause stains. Notify the City of Panama City Utilities Department to let them know there is a problem with your water by calling (850) 872-3191, Monday through Friday, from 7:00 a.m. to 5:00 p.m. For after hours assistance, please call the same number. Your call will be transferred to a City dispatcher.

Locate Utilities Before You Dig

If you are planning to excavate on your property where utilities such as electric, water, telephone, and natural gas lines are buried, Florida State law requires that you notify the affected utilities at least two days prior to excavating. The utilities are required to locate their utilities for you within two working days. This law aims at protecting you from possible serious injuries and from liability if your digging damages any underground utilities. The City of Panama City utilities are members of the Sunshine State One-Call of Florida, Inc. This means that you can dial one toll-free number to notify all City utilities of your excavation project and request that the utilities locate their underground facilities for you. The toll-free number to call prior to your excavation work is 1-800-432-4770 or call 811.

Reporting Vandalism of Public Property

City of Panama City water meters, sewer lift stations, and fire hydrants are purchased and maintained with the money you pay the City to receive these services. When City property is vandalized, the cost to repair the damage is paid by all citizens of the City. If you observe any individual causing damage to the utilities system or any city property, call 911. Your assistance in ensuring that City property is protected is appreciated.

Sewer Line Blockage

The City's Underground Utilities Department maintains sanitary sewer lines up to the property line of residences and private businesses. Residents are urged to refrain from disposing of cooking grease and large foreign objects in the sewer system. Should a blockage develop in the City's lines, please call (850) 872-3191. The Underground Utilities Division can be reached 24-hours a day, seven days a week. A crew will be dispatched to assist you as soon as possible.
