Overview



The Panama City Planning Board is designated as the local planning agency and acts in an advisory capacity to the City Commission. The Planning Board holds public hearings on all proposals to change land use and land development regulations. The board makes recommendations to the commission regarding the adoptions and amendments of the Comprehensive Plan and changes in zoning of property. 

The City Planning Department must evaluate the impact of any potential development as a result of a Comprehensive Plan Map Amendment as it relates to the maximum developable potential of the request.  The City must evaluate the impact of the proposal to:

  • Capacities of solid waste
  • Existing or planned park space (residential development only)
  • Potable water
  • Sanitary sewer systems
  • Stormwater
  • Transportation levels of service


In addition, the impact of any residential development must be evaluated against the existing school system capacity.

The Department prepares the agenda for Planning Board meetings. Planning Board meetings are held the 2nd Monday of each month at 4 p.m., unless otherwise scheduled due to holidays or City Commission meeting dates.
