COVID-19 Information

Citizens may pay their utility bills either:

  • Online with the City’s E-Payment services
  • Drop-box at the backside of the U.S. Post Office in Downtown Panama City
  • Mail-in
  • 24-hour phone line at (855) 748-3080. You will need your account number to make a payment.

Customers may also establish new, transfer or cancel Commercial or Residential Utility Services online at https://www.pcgov.org/605/Online-Utility-Service-Application.

***All convenience fees associated with online payments made to the City will be waived until further notice.

The City understands citizens may be facing hardships and will not shut off water service because of nonpayment. Citizens who have concerns about their utility bills are encouraged to contact the Utility Billing Department at utilityservice@pcgov.org or (850) 872-3000 to establish a payment plan.

** IMPORTANT INFO REGARDING E-PAYMENT SERVICE**


To facilitate online financial transactions the City has established an E-Payment service.
These services are supported through convenience fees which are retained by the private company to support the service. The convenience fees are only to the users of the services. Our 3rd Party Payment Provider is a company called Paymentus.

For Utility Bill Payments 



  • They accept Discover, Master Card, Visa and E-Check
  • The convenience fee for credit cards is $2.45 with a max payment amount of $160.00. You can make multiple payments if your bill is more.

    The City of Panama City E-Payment services are optional and are just one method of conducting business with us. You may continue to use traditional methods, such as the U.S. Mail, Automatic Draft, Payment by Phone or visiting City offices in person, or you can click on a category below and pay online


     Your payment will be processed at the close of the business day. (If you pay your bill on a weekend or holiday, your payment will be processed at the end of the next business day).
