City Hall is Temporarily Relocating Beginning in May

City Hall will be temporarily relocating to the A.D. Harris Learning Village, located at 819 E. 11th Street, in two phases.

Beginning April 30th, the Planning, Public Works, Human Resources and I.T. Departments will operate out of A.D. Harris.

All public meetings will also be held at the Bay County Government Center, located at 840 W. 11th Street in Panama City.

Beginning June 4th, the Utility Billing Department, Licensing Department, City Manager, and City Clerk will operate out of A.D. Harris.

Utility bills can be paid:

  • Utility Billing Department, located at the A.D. Harris Learning Village
  • Drop-off Box, located at the United States Post Office, 421 Jenks Avenue
  • Online

If you wish to start, stop or transfer service or have questions about your services regarding meter readings, billings or payments, you will be able to speak with a representative by visiting the A.D. Harris Learning Village or calling (850) 872-3166 during the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday.
