UPDATE (April 13, 2021):
The use of recreational vehicles, travel trailers, or trailers as temporary emergency residential dwellings on private property or designated areas within the City of Panama City is permitted until October 9, 2021 with a no-cost “Temporary Structure Permit.”
The City Commission adopted Ordinance 2673 following Hurricane Michael to allow for the use of temporary structures during the hurricane recovery period. On Tuesday, April 13, 2021, the City Commission voted to extend the exemption period for these vehicles for up to an additional six month period ending on October 9, 2021.
Residents seeking this additional time must obtain a “Temporary Structure Permit” from the Development Services Department. The Department will provide a large placard that must be placed on the vehicle and be visible for the roadway. There is no cost for the permit.
The Temporary Structure Permit Application can be found downloaded, https://www.pcgov.org/DocumentCenter/View/5734/Temporary-Structure-Permit, and emailed to firstname.lastname@example.org or printed and submitted to the Development Services Department at City Hall.
Code Enforcement Officers will be monitoring the extension requests while identifying and educating citizens utilizing these temporary vehicles. Please be aware that those who choose not to seek an extension will be expected to remove the temporary recreational vehicle or travel trailer within 30 days or be subject to fines of up to $250 per day.
Uninhabited temporary vehicles may be parked to the side of or behind the home and no closer than five feet from the property line.

The City Commission adopted Ordinance 2673 following Hurricane Michael to allow for the use of temporary structures during the hurricane recovery period. The Commission has determined that period to be 30 months from the date of the declared emergency for Hurricane Michael.
Following April 11, 2021, the City's Code Enforcement Team will begin encouraging property owners to remove temporary structures through reminder letters.
