Kim Pilcher began her career with the City of Panama City in 2010 as the Employee Benefit Specialist and became Director of Human Resources and Risk Management April 2012. Kim received her Bachelor of Science degree in Psychology from Florida State University and her Master of Science in Counseling Psychology from Troy University. Kim is a Florida Supreme Court Certified Family Mediator, is certified as a Senior Professional in Human Resources (SPHR), and is a Certified Labor Relations Professional (CLRP) through Florida Public Employer Relations Association. She is a member of the Society for Human Resources Management (SHRM) and serves as Board President for Bay County SHRM, a local chapter of HR Florida. Ms. Pilcher is a Human Resources business partner and Risk Manager, passionately committed to leadership development and formalized training. She is a member of the Risk Advisory Board for Preferred Governmental Insurance Trust and as a change agent, Kim believes the mission is to assist our organization protect what we value and change what is not working. She is passionately committed to Panama City and is certified to represent the best interests of abused and neglected children as a Guardian Ad Litem volunteer for the 14th Judicial Circuit since 2008 and formerly served on the Board of Directors for Junior Achievement and Girls Inc. of Bay County.
