Assistance with designing and implementing a functional accounting department within the newly formed Project Management Office including, but not limited to, the design and creation of rules, standards, policies and procedures to be followed by the PMO accounting department pursuant to the necessary rules and regulations under which it will be operating, training staff on these rules, standards, policies and procedures, providing a design and framework for internal controls for the PMO accounting department as well as assisting in its implementation, providing oversight and guidance on the Federal and State rules and regulations for which specific projects in the PMO accounting department will be subject, and working with the PMO accounting department to implement the correct cost allocation methodologies for particular projects. The Successful Proposer shall serve as the lead and managing agent for all disciplines required for the Project.  The Successful Proposer’s work shall be directed by Key Personnel employed directly by the Successful Proposer/Prime Consultant, as described in this RFQ document, and shall consist at a minimum of the following disciplines:
