Description:
Sealed Bids for the construction of the City of Panama City – PANAMA CITY NORTH SPINE ROAD WEST UTILITY EXPANSION will be received by City of Panama City, at the office City of Panama City Purchasing Office at 501 Harrison Avenue, Panama City, FL 32401, until 2:00 PM local time on June 21, 2021 at which time the Bids received will be publicly opened and read. It is the sole responsibility of the Bidder to ensure the bid is received on time. The clock in the Purchasing Office will determine the bid closing time. The bids will be logged by the purchasing agent, Adrian Meadows.
This project consists of approximately 1,600 ft of 8” watermain and approximately 1,600 ft of 10” forcemain. Project also includes upsized HDPE directional bores for a large portion of the scope. Work includes tie ins, valves, appurtenances, clean up and restoration. Bids will be received for a single prime Contract. Bidders shall submit a Bid on a lump sum basis for the Base Bid and include a separate lump sum and unit prices for each Alternate Bid described in the Bid Form. Comparison of Bids shall be based on total lump sum Base Bid amount. The Owner reserves the right to award the contract (if awarded) based on the base bid and any combination of alternate, additive or deductive (if applicable) bid item(s), whichever the Owner feels is in their best interest. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Thursday between the hours of 8:00 AM & 5:00 PM, and may obtain digital copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents are available for a non-refundable charge of $50.00, made payable to: “Panhandle Engineering Inc”. Upon receipt of payment a CD (as portable document format (PDF)) containing the Bidding Documents will be sent to the requestor. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Addenda, if any, will be provided electronically to plan holders and a return receipt will be requested to verify receipt.
Qualifications:
Pre-Qualified Bidder status needed for Bids over $250,000.00
Special Requirements:
All bids must be submitted on the Bid Form as furnished in this Specification. The bids must be accompanied by all required forms and by a Bid Bond, in the amount of five percent (5%) of the Base Bid as a guarantee that the bidder will enter into an agreement with the Owner if bid is accepted.
