    Come join us Friday, February 26, from 5:30 p.m. until 7 p.m. at the Panama City Center for the Arts as the City of Panama City's Quality of Life Department continues to celebrate Black History month with guest speaker Willie Spears. Spears, a local author, professional speaker, and seasonal syndicated radio personality and columnist is the great-great grandson of Narcisco Massalina. Massalina, legendary in Bay County, Florida folklore, was better known as “Hawk,” perhaps due to his ability to spot a fish from a mile away. He was one of the first black settlers in Panama City. Recognized as a skilled boat builder and revered hunting and fishing guide, he fought on both sides of the Civil War, Union and Confederate. He was a preacher, writer, inventor, husband and father.
