Michael Johnson became the Director of Community Development for the City of Panama City in May 2004.
In this capacity, Mr. Johnson is responsible for managing all aspects of affordable ownership housing development, including sourcing, evaluating and negotiating new development opportunities and / or acquisition of existing properties with land owners and municipal agencies; overseeing the public approval / entitlement process; developing financial budgets, proformas, time and cost schedules; managing conceptual and architectural design; preparation of project finance packages; construction oversight; development and implementation of department goals and objectives, departmental policies, procedures, long-range program planning, performance reporting and data analysis activities. All of these essential functions are consistent with the city’s development plans.
Prior to his appointment as Director, Mr. Johnson served as a member of Senior Management for the State Department of Children and Families where his ability to work effectively with a variety of conflicting or competing interests through consensus building, discussion and persuasion proved invaluable to effectively applying development techniques and practices to the establishment of strategies, goals and objectives for the department. Before that, Mr. Johnson’s government expertise included serving as a Program Analyst overseeing many critical internal functions for the Department of Health and Human Services (DHHS) under the administration of the former Surgeon General C. Everett Koop.
Mr. Johnson received an Associate in Arts degree in Business and Accounting from Montgomery College in 1981, and graduated with Bachelor's Degrees in Business Administration and Accounting from the university of Maryland in 1983. Mr. Johnson and his wife, Sheron, have lived in Bay County for the past 33 years and have 1 daughter, Brianna. Mr. Johnson is an active member of the N.W. Florida Regional Planning Council, Bay County University of Florida Extension/IFAS, the Bay County Neighborhood Accountability Board, Executive Board Member of the Gulf Coast Children's Advocacy Center, and a host of other affiliated organizations in the community.
