Teresa Miller holds a Bachelor’s Degree in Business Management from Florida State University. She is an active member of Bay County SHRM, a local chapter of HR Florida and an affiliate of Society for Human Resources Management. Teresa is the City of Panama City’s Contracts, Grants & Fleet Manager. As part of the Human Resources and Risk Management team her primary responsibilities include managing the City’s contracts, safety grants and all lines of insurance, specifically auto, property and general liability insurance.  She is the contact for the City of Panama City for citizens and employees for reporting claims and managing claims and serves as a liaison to the City's insurance carriers. She accesses risk for the City and coordinates and promotes safety training for the employees of the City of Panama City to reduce risk. Teresa came to the City with over twenty years’ experience. Prior to joining the City’s Human Resources and Risk Management team, Teresa spent 10 years as a police officer with the City of Panama City Police Department. Teresa enjoys camping, movies and traveling.
